Council is ft for purpose and providing
effective support to key stakeholders.
The review was completed by the end
of March and the necessary training
schedules for staff implemented.
At the end of 2013 the Council employed
35.88 permanent staff (including one
staff member on maternity leave) and 1.5
fxed-term staff.
Finances
During the year quarterly dashboard
reporting was implemented to ensure
that the Council is fully informed of the
fnancial status of the organisation.
A new payment system was purchased
to replace the Council’s previous fnancial
software, which was dated and was
no longer able to support the fnancial
functions effectively. Planning was
completed by the end of the fnancial
year to enable the new system to go live
for the start of the new year.
The fnancial statements for the Council
are prepared in accordance with the
HPCA Act’s reporting requirements
and New Zealand Generally Accepted
Accounting Practice. The Council was
pleased to receive a clear and positive
year-end audit.
The Finance and
Audit Committee
The Finance and Audit Committee
scrutinises the fnancial accounts,
reviews and maintains fnancial systems,
and considers the Council’s fnance
and management policies.
The Committee met eight times in 2012-
2013 to:

Consider the annual budget and table
this with the Council for fnal approval.

Liaise with external auditors regarding
the fnal year-end accounts.

Consider monthly fnancial reports
and annual accounts.

Monitor the collection of debt.
+
Continually analyse all areas of risk to
the Council and report on the same.

At the end of March 2013, 50,791
annual practising certifcates had
been processed, with only 23,645
being completed as hard copies.
